An ambitious but achievable vision is for the agricultural sector to provide employment and generate income for rural households, ensure food and nutritional security for urban and rural households alike, supply the domestic market and export markets with a diversified range of nutritional products. and high quality, and is resistant to economic shocks.
Agriculture can make an important contribution to reducing poverty. Sustained agricultural growth will create jobs for hundreds of thousands of rural households, so the fruits of agricultural growth will be widely shared. Studies show that agricultural growth is twice as effective in reducing poverty than other types of growth (World Bank, 2008). Consistent with global experience, in Peru the substantial reduction in poverty achieved in recent years was the result of increases in real labor income, which included those from agriculture (World Bank, 2016). Likewise, agriculture and food systems will have to be resilient to climate impacts, environmentally sustainable and climate smart in the sense that they should contribute to the global reduction of carbon emissions and greenhouse gases.
More specifically, agriculture has the potential to play five important roles in Peru.

FIRST. Agriculture could be a big factor in growth. With political reforms, institutional changes and better levels of investment, the growth of agricultural GDP in Peru could reach 4 or 5% per year. As the agricultural sector plays a significant role in the economy, this will give a significant boost to overall GDP growth.

SECOND. Agriculture could make an important contribution to reducing poverty. Sustained agricultural growth will create jobs for hundreds of thousands of rural households, so the fruits of agricultural growth will be widely shared. Studies show that agricultural growth is twice as effective in reducing poverty than other types of growth (World Bank, 2008). THIRD. Agriculture could become an even greater source of export earnings. Since 2000, agricultural exports have grown at an average annual rate of 17%, and now represent 13% of the country's total exports. This impressive performance was due, in part, to the growth in exports of traditional products, such as coffee and sugar, but a more important factor was the growth in exports of non-traditional products, which include fruits (grapes, avocados, mangoes and bananas), vegetables (asparagus) and even cereals (quinoa). Peru has become a leading supplier of high value healthy agricultural food products in global markets.

FOURTH. Agriculture can provide the basis for better food security, at both national and household levels. In recent years, staples have been abundantly available in global markets, and international prices have remained low and relatively stable, but extreme volatility could return at any time. While it is impossible to know if there will be another food crisis in the future, the development of the agricultural sector will reduce Peru's vulnerability to fluctuations in the global food supply. As the majority of rural households continue to engage in agricultural activities, the vulnerability of individual households to variability in the availability and cost of food will also decrease.

FIFTH. Agriculture can make an important contribution to the sustainable management of natural resources. As a large user of natural resources, agriculture has multiple impacts on the natural resource base. Many of these impacts are negative. For example, agriculture is by far the largest user of water in Peru and contributes to the water cuts experienced in many areas. It has also been implicated as a major factor in declining soil fertility, chemical contamination of land and water, deforestation, and loss of biodiversity. But agriculture can also have positive impacts on the natural resource base. It is often a large provider of environmental services, generally unrecognized and unpaid: it maintains soil fertility, sequesters carbon, protects watersheds, sequesters carbon, and preserves biodiversity.
